AUGUST 9 CITY COMMISSION MEETING HIGHLIGHTS

The City Commission met on August 9 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made:

CITY ATTORNEY'S REPORT:

The revised commuter rail agreement with Orange County was discussed and the City Commission requested for negotiations to continue with Orange County as they work towards amending the current interlocal agreement.

CONSENT AGENDA:

The minutes for the 7/26/10 City Commission meeting were approved with revisions.

The expenditure of Forfeiture Funds to complete the Public Safety Radio System Upgrade was approved.

ACTION ITEMS REQUIRING DISCUSSION:

The discussion regarding the engagement of Nore Winter (Winter and Company) for urban design services for the West Fairbanks Avenue corridor was tabled.

PUBLIC HEARINGS:

The first reading of the ordinance prohibiting on-or off-leash animals in specific city parks, park areas and city facilities; permitting off- leash animals in a specific area during specified hours failed.

The first reading of the ordinance regarding the request of the City of Winter Park to amending Chapter 58 "Land Development Code," Article VI, "Subdivision Regulations" to rename Article VI as the "Subdivision and Lot Consolidation Regulations"; adding new definitions to Section 58-371 "Definitions"; amending Section 58-377, "Conformance to the Comprehensive Plan" to incorporate policy direction from the Comprehensive Plan and adding a new Section 58-392 "Lot Consolidations" to establish requirements for the review and approval of lot consolidations were approved.

The resolution designating the house at 320 Cortland Avenue as a historic resource on the Winter Park Register of Historic Places was approved.

EQUALIZATION BOARD HEARINGS

The resolution declaring that the city is to fund capital improvements for undergrounding electric/CATV (BrightHouse Networks) facilities along Temple Grove and Bonita Drive with the costs to be paid by special assessments was approved.

CITY COMMISSION WORK SESSION

The City Commission will hold a work session at 5 p.m., on Monday, August 16, to discuss the upcoming FY2011 budget.

The public is invited to attend, however, no public comment will be taken.

EARLY VOTING

Early voting has begun for all Orange County voters at the Winter Park Public Library, located 460 E. New England Avenue and runs Monday thru Saturday, from 10 a.m. to 6 p.m., now through Saturday, Aug. 21.

POPCORN FLICKS

Popcorn Flicks in Central Park featuring "Beach Party" will be held on Thursday, Aug. 12, from 8 to 10 p.m., at Central Park West Meadow in Downtown Winter Park.

WORKS OF JEFF LEAGUE

The City of Winter Park Public Art Advisory Board is proud to announce the newest "Art in Chambers" exhibition featuring the mixed media works of Jeff League. The exhibition begins on Wednesday, September 1, and will be open for public viewing through December 2010, from 8 a.m. to 5 p.m., Monday through Friday, in the Commission Chambers and Room 200 at Winter Park City Hall located at 401 Park Avenue South. An opening reception will be held on Wednesday, September 22, from 5:30 p.m. to 7 p.m., in Commission Chambers.

Florida artist Jeff League is a visual storyteller. His process uses a collection of involved methods to cultivate a distinctive visual composition, built upon layers of expanding and saturated pigments, dreamlike textures and haunting silhouettes. He combines a unique photographic transfer process with encaustic medium; an ancient form of painting made from a mixture of beeswax and resin like what was once used ceremoniously by the Greeks and Egyptians. League's perception of this material is compatible with his subject of exploration - myth and nature. He flames the surface, melting and blending the image and pigments together, infusing the still image with energy. Burnished and polished together; the multiple layers of imagery, intense color and hazy texture reinterpret the symbols of nature and the myths they embody. He creates a reality where the proverbial crow transforms into a new metaphor for communication.
